RFP - Single Audit Services FY 2024

The Chippewa Cree Energy Corporation (CCEC) invites qualified, independent Certified Public Accounting (CPA) firms to submit proposals to conduct a single audit of the Chippewa Cree Energy Corporation Fiscal Year 2024. The audit shall be conducted in accordance with the Uniform Guidance 2 CFR 200 Subpart F – Audit Requirements and all applicable federal, state, and tribal regulations.

Scope of Work •Perform a single audit of CCEC for FY 2024. •Assess compliance with grant terms, cost principles, and reporting requirements. •Provide recommendations to improve internal controls, if applicable. •Issue an audit report to the Chippewa Cree Energy Corporation and the Tribe’s governing body.

Deliverables •Draft audit report for management review. •Final audit report, management letter (if necessary), and required federal filings. •Presentation of findings to the CCEC Board or Tribal Business Committee (if requested).

Minimum Qualifications •Licensed CPA firm in good standing. •Demonstrated experience in single audits under Uniform Guidance. •Familiarity with tribal governments or federal grant programs preferred.

TERO Compliance All contractors, consultants, and vendors working on projects funded by or managed through the Chippewa Cree Energy Corporation are required to comply with the Tribe’s Tribal Employment Rights Ordinance (TERO). This includes but is not limited to: •Paying any applicable TERO fees. •Coordinating with the Tribe’s TERO Office before beginning work. •Giving preference to qualified Tribal members and other Native Americans for employment and subcontracting opportunities related to this contract.

Proposal Requirements •A brief description of your firm, qualifications, and relevant experience. •Proposed audit approach and timeline. •Resumes of key staff assigned to the project. •A fixed-fee cost proposal. •References for similar work performed in the last three years.

Timeline •RFP Release Date: October 14, 2025 •Proposal Submission Deadline: November 12, 2025 at 12:00 p.m. (noon) •Selection & Notification: November 19, 2025

Evaluation Criteria •Relevant experience and qualifications (30%). •Audit approach and timeline (25%). •Cost proposal (25%). •References and past performance (20%).
