RFP for SPVCWSD FY2023 Annual Audit

The Sun Prairie Village County Water and Sewer District invites you to submit a proposal for the preparation of an audited financial statement and related filings for the 2023 fiscal-year period beginning with January 1, 2023, through December 31, 2023. The audit of Sun Prairie Village County Water and Sewer Districts financial statements must be performed in accordance with generally accepted auditing standards.

Sun Prairie Village County Water and Sewer District was created in 1989 as a subdivision of the State of Montana in general, Cascade County in particular, as a local government, utility service, county water and sewer district. The mission of Sun Prairie Village County Water and Sewer District is to construct and operate the water and sewer system for the subdivisions located within the District. All expenses and liabilities are paid with user fees collected from residents of the District.

The District is governed by a Board that acts as the authoritative and legislative body. Sun Prairie Village County Water and Sewer District require the following services:

  1. Annual financial statement audit
  2. Federal single audit
  3. Preparation of IRS form 990
  4. Management letter

All of the above must be completed by June 30, 2026, per Montana Department of Administration Local Government Services. All proposals must include:

a) Evidence of the firm’s qualifications to provide the above services; b) Background and experience in auditing nonprofit clients; c) The size and organizational structure of the auditor’s firm; d) Statement of the firm’s understanding of work to be performed, including tax and non-audit services; f) A proposed timeline for fieldwork and final reporting; g) Proposed fee structure for each of the three years of the proposal period, including whatever guarantees can be given regarding increases in future years, and the maximum fee that would be charged; h) Describe your billing rates and procedures for technical questions that may come up during the year, or whether these occasional services are covered in the proposed fee structure; i) Names of the partner, audit manager, and field staff who will be assigned to our audit and provide biographies. j) A copy of your firm’s most recent peer review report, the related letter of comments, and the firm’s response to the letter of comments; and k) References and contact information from at least 3 comparable nonprofit audit clients

Your proposal must be received by 5:00 PM on May 15, 2026. Send your proposal to 1047 Grant Drive, Great Falls, MT  59404. We will review all proposals by May 20, 2026.
